I think, its first option. "increase customer base and usage".
Coca-cola already have well developed brand image, it don't need to develop brand image like this. Logos, slogans, promises and awareness seminars are part of brand development, packaging is not part of brand development.
Customer loyalty is enhanced by introducing loyalty programs like coupon, prizes,discounts and loyalty cards etc.
To generate more profits, company would have increased prices rather than introducing new larger packaging.
Coca-cola targeted to existing Coca-cola customers, just in a larger packaging. Hence, as the market and product have not changed, this falls under Market Penetration. Coca-cola Share Size can be seen as attempt by Coca Cola to increase its market share by increasing the amount of Coca-cola consumption in the market.
