All of the given options are not parameters to declare a business as small business. 

Size of  business is defined in terms of number of share holders or  number of employees working in the business. Like a business comprised of 7-50 number  of share holders is called company and of 1-7 is called firm.

I had studied this in B.com. So right now , I don't have any reference but I will search some reference for your satisfaction.
