Yes, correct option is pre-approach. 

Not only this question needs review but handouts also needs review. Because even in handouts the word "reproach" is written and defined like this;

"Reproach" is the step in which the salesperson learns as much as possible about a prospective customer before making a sales call.

Certainly, it is tying mistake. Otherwise, it would be " re-approach".
