Here I am presenting what I understand.
1- If we consider that which of them is ranked first "on the basis of probability of occurrence" ( ignore the highlighted part for a moment).
Answer is threat. Because always some threat exists first then accident happens then in result of that accident some damage is caused. So, in this sense, threat will be ranked first.
2- But if we consider that which of them is ranked first on the basis of probability of occurrence after being identified.(Here first means before taking any corrective measures, first ranked them). Still answer is Threat. As threat is ranked on the basis of probability of their occurrence.
For example, one probability is that some one will hack your system by Trojan and for that we will take protective measures, but there is another probability that some one still can hack your system through some other way. So, Trojan threat will be ranked first and later will be ranked second.
