What is the big liability of a bank?

According to me the big liability of a bank is to meet the Minimum Capital Ratio (MCR) which should be 1 billion according to the State bank of Pakistan (SBP), if any bank fail to chases the MCR the bank will go to the merges or liquidation.

So the big liability of a bank is to maintain the MCR or chases the target which is given the SBP to avoid the merge or liquidation.
