I think you did not read the text properly like me. 

Which one of the following steps in the marketing research process deals in "defining the problems and research objectives, implementing the research plan, and interpreting and reporting the findings"

Surely interpreting and reporting the findings are not part of developing business process these are very much control activities.

I have seen this mcq on one site the real text was like this

     Which of the steps in the marketing research process has been left out: defining the problems and research objectives, implementing the research plan, and interpreting and reporting the findings?

a.              Developing the research budget.

b.              Choosing the research agency.

c.              Choosing the research method.

d.              Developing the research plan.

e.              Comparing and contrasting primary and secondary data.
