Please look into this question. 

 All of the following are the sources of idea for new product development EXCEPT: 

A.  Government agencies 
B.  Competitors 
C.  Suppliers 
D.  Customers 

In our book only following sources aremenioned for idea generation. 

Ideas for new products obtained from customers, R&D department, competitors, focus 

groups, employees, or trade shows.

But this book is saying something new. According to this book, Government Agencies are also part of external sources for  idea generation. If we believe that Government agencies are also an external source of idea generation for new product development then shall we consider that above  question is not phrased properly?
