According to this (page no 5 of MGT601)


There are nevertheless three parameters that are generally accepted, either signally or in combination, in defining SME's in most countries, these are:
􀂾 Number of workers employed which is the most widely used criteria
􀂾 The level of capital investments or assets
􀂾 The volume of production or business turnover.

I think it is last option
