Bank should not have any concern with your report. But if they are insisting on it then you can show them incomplete report and say that I am still working on it.

Didn't you confirm from manager about permission of internship before applying for internship in bank? If they allowed you internship without getting permission from head-office then its a biggest mistake by them. Because for private banks, ICC is issued only by HR dept of the bank. And if HR dept. have put restriction on internship then your bank should not allow you internship.
Now you can either convince your manager to first submit application for approval to HR dept and after receiving approval, apply for ICC for you. It will take some time. I am not sure its gonna work or not. But its just a last try.
If still problem exists, then write straightly to HR dept the whole case and send a copy of it to VU. Hopefully , VU give you some time to resolve the matter.
