I sent an email to concerned department & received the following reply from VU:
Dear student
According to VU Rules and policy, the degree awarding i.e. due Convocation Date is the first working Monday of January 2012. This falls on 2nd January. Hence you will be entitled to receive your degree without any payment only after 2nd January 2012. For this purpose, you will apply for Regular Degree through VULMS under Student Services section
However, if you need the degree before this date, you have to pay Rs.1500/- as "urgent degree fee". To obtain the voucher, you must apply for Urgent Degree through VULMS under Student Services section.
