 I think, you did not understand my question properly. I said that in our VU hand outs Government agencies are not included in external source of idea generation. That's why we all vu students were opting Government agencies as correct option. 
But in other international books, Government agencies are included in external sources of idea generation. 


Now, what should we do? 

I think, I need to consult instructor for this problem.

But this book is saying something new. According to this book, Government Agencies are also part of external sources for  idea generation. If we believe that Government agencies are also an external source of idea generation for new product development then shall we consider that above  question is not phrased properly?
