Right answer to me is , 

Use intellectual property of others 

Suppose if in pakistan or in sudan someone wanted to setup coca cola company, he/she will go for the licensing. Which will give him/her authority to use the formula of coca cola and their manufacturing process. 

Licensing involves little expense just the cost of signing the agreement and they you can use all those property rights. 

Licensing: Licensing is defined as "the method of foreign operation whereby a firm in one country agrees to permit a company in another country to use the manufacturing, processing, trademark, know-how or some other skill provided by the licensor". 

Grow the business in new markets can not be right answer as there can be lot more other strategies to fulfill this target. Licensing  particularly handle the permissions related to usage of  copyrighted or patent material.

Licensing can increase revenues, without the risk and costly start-up investment. Licensing can also be a way to start a new venture when the idea may infringe.

But, I am not sure and need your help to resolve this confusion.
