Effective CGPA is higher than your CGPA because Effective CGPA is calculated on your earned credits (All passed subjects). See an example below

1. Subject A - 4.00
2. Subject B - 2.25
3. Subject C - 2.00
4. Subject D - 1.00 (Failed)
5. Subject E - 1.00 (Failed)

For above illustration, CGPA is 2.05 but Effective CGPA is 2.75

CGPA = 4+2.25+2+1+1 = 10.25 / 5 = 2.05

Effective CGPA = 4+2.25+2 = 8.25 / 3 = 2.75
